How does the switch pitcher work exactly when it comes to facing switch hitters? Who has to decide on a main hand first?

After watching the highlights it appears the pitcher has to declare before hand. I was hoping for anarchy with them both trying to switch every second

that's what happened in the minors. they did that for like 5 mins lol.  then the ump said pitcher has to choose first because normally switch hitters choose their side knowing the pitchers handedness already.
