From what I read it sounded like Los Angeles is slightly bigger, but New York doubles in population.

Sterling bought the Clips for $12.5 million in 1981 and they're "forcing him" to sell a team that is now worth $600 million.  Some punishment.
 
It would actually be within his best interests to sell the team before every major corporate sponsor bails and no high profile player will sign/stay.

$600 million is a very conservative figure, as well. The Bucks just sold for $550 million. You're looking at a sale near $1 billion, maybe more.
 
It has less to do with punishment and more to do with ridding him from the NBA, whatever that measure is.
