There is no way they're breaking up the AFC North. The rivalry between Pittsburgh/Baltimore is too big, and there is potential if the Browns ever decide to not suck major ass that Baltimore/Cleveland would be big.

Buster Skrine, CB, New York Jets
This one didn’t make sense at the time, but made even less sense after the Jets signed Antonio Cromartie for an even more lucrative deal just days later. Performance aside, they paid Skrine the 15th-most guaranteed money (four-year, $25m, $13m guaranteed) of any cornerback in the league to come in and be the Jets’ nickel corner. That’s bad business from the outset. When you look at Skrine’s past production it gets even worse.
The fifth-year cornerback was the weak link in the Browns’ secondary ever since he was thrust into the nickelback role in 2012. Skrine was promoted to starter in 2013 and turned in overall grades of -12.1 and -6.3 in the two subsequent seasons. He’s simply been a below average player over the course of his career, and even though he has played slot corner, he’s never stood out. His lowest passer rating against from the slot over the past three seasons is 95.5 and that came last year.
There are two other pretty glaring concerns with the deal, the first being Skrine’s limited stature at 5-foot-9 and 185 pounds. Undersized corners around the league tend to have a suppressed market due to many teams being unwilling to sign them. The other issue is Skrine’s egregious penalty problem from a year ago. He committed 17 penalties, the most at the position in the PFF era. There are so many red flags in this deal that it is easily the worst one we’ve seen yet this offseason.

But, I'm sure someone used the statistic in reference to Mariota and Winston, and it's important to quantify that a lot of the QBs who won the Heisman weren't actually highly thought of as pro prospects.
 
The QBs taken in the first round who won the heisman have been: Carson Palmer, Matt Leinart, Tim Tebow, Sam Bradford, Cam Newton, Robert Griffin III, Johnny Manziel. 
The QBs not taken in the first round: Ty Detmer, Gino Torretta, Charlie Ward, Danny Wuerffel, Chris Weinke, Eric Crouch, Jason White, Troy Smith 
 
Palmer was a borderline star QB at one point and made the playoffs twice (2005, 2009) for a franchise that hadn't been in the playoffs since 1990. Leinart was obviously a bust. I don't know a single person other than Skip Bayless who wasn't shocked that Tim Tebow went in the first round, obvious reach by a moron who was given ultimate power. It's hard to really tell how good Bradford is given the injury problems, but it's fair to say he has been underwhelming even when healthy. Cam Newton is pretty good. RG3 had one of the greatest rookie seasons in NFL history, made the playoffs with a dysfunctional franchise. Obviously there is a debate whether his decline is because of injury or just his talent level, as there are people who automatically believe "running" QBs suck and didn't like RG3 because of the coverage of him, but I'd be more inclined to say its the injuries. Manziel sucks, and it was a short sighted pick forced by a piece of shit owner but it is early, I guess.

That's probably why he sucks so hard now.  I'd imagine all that bulk would be a hindrance as a defensive back.
