Added it to the Cavs skin. Renamed it SI Buzzy 2015

that's probably the root of the problem. signavatar.com just isn't loading and selecting the image fast enough.

But I still think the rotating is a better solution than 100 skins. Maybe we'll find a quicker host.

After a quick search, looks like I can do it with some simple code in the header - going to need to upload them to the site via FTP though. I'll email Shaggy. 
 
There's also a second way that I might be able to do on my own. I'll give that a try first.
