I've never seen a forum that had a bookie that wasn't completely abandoned.  I doubt there would be many people interested.

You're talking about vbookie, right? That's an add on, aka modification. To use it you need to download the file and install it. Vbookie isn't compatible with IPBoard. So you'd have to find an alternative; some sort of betting system that is built to be run on IPB forums.
