Kyrie and Waiters are actually playing off each other, which is the point. He's improved his jumper to the status of average to above average, if he is able to clean up his act around the rim, he'll be a lethal scorer. Not many have his first step.
Honestly, what does playing off each other really mean?
I also went back and watched all 12 of their assists, and let me just say what is an assist and what isn't an assist is such a grey area in the NBA. One of Irvings assist had him dribbling toward Waiters on the right break, he handed it off to him like a QB would hand off to a RB, Waiters takes two dribbles towards the middle of the floor then goes around a screen set by Varejao, then takes another two or three dribbles and hits a floater around the ft line area. When I think of an assist, that's not what I think of.
That isn't me shitting on them btw, just an observation I've noticed with all NBA teams, including the Pelicans.
