Not saying I agree with it, just saying it's common sense why he listed those teams.
Can't say I agree with pairing two of the top teams in the league with some of the worst common sense, but OK. It's gonna take those teams at least 4 years before they're competing for anything. By that time they've only got 6 years left, assuming the Bulls and Thunder continue to compete and don't have a huge drastic drop off. It's almost impossible for those teams to have more success in the next 10 years unless they string off a run of championships towards the end and the Bulls/Thunder go to shit (hard to see happening with Rose/Durant on the teams).

It's obvious he wasn't looking at individual teams, but individual players. All those teams (except Toronto, and he's a Toronto fan) have potential stars that could be (or are) the face of the franchise.

As a Hornets fan, let me say that this is stupid anyways. The Hornets were viewed as one of the best up and coming teams in the NBA a few years back, but then a few bad contracts and bad luck with injuries and now we're just average.
