If you don't have the proper tools you can't create good things with Photoshop. I have been told about, and found, many sites which help with this. I'll edit this main post with future resources that are found
Tutorials:
good-tutorials- A very good site which probably has what you're looking for. It is great for learning the basics and is updated with 15 new tutorials per day. On the downside some of the older tutorials are dead links.
Pixel2Life- Another great site which has tutorials for all kinds of graphics programs and even a couple for using Powerpoint. This site gets many of the same tutorials as good-tutorials but is still a great one to check out.
TutorialMan- This site has some very unique tutorials that get great effects. However, it is not frequently updated. It's still a good place to go to and raid the archives.
Brushes:
DevianArt- This site is really the start and end point for brushes. Pretty much every other site that has brushes also posts their brushes at DeviantArt.
Sports Photos:
CBS SportsLine- The trick here is you find the picture you want, copy the url and paste it in the address bar. The end will say "_lower.jpg", change that to "_1024x768.jpg" and you get a big picture.
PSD's/Cuts and Renders:
These are all sites where you can find great quality images that are already cut out for you. Many are magazine scans.

DaFont- Great website. Font's sorted by style or name.
1001Fonts- Just tons of fonts. Hard to find exactly the kind of font you want, but there is still a lot.
