Cesaro has talent but I can see why they haven't pushed him. When you get these Indie guys, most of the time they are fully developed (there are exceptions like Tyler Black and Bryan who have made vast improvements), so they now see a guy who is great in the ring but can't talk, so he's at best a mid card contender. Smark crowds cheer him but other crowds mostly ignore him. It's a combination of his lacking talking ability and the WWE not believing in him totally.
Zayn, I think will be given full support. He's not a WWE guy per se, but he was a masked wrestler up until he joined the WWE/NXT, so its almost as if he's one of their guys. I also imagine they appreciate him being a "good citizen" and spending as much time in development as he has without complaint.
