There definitely needs to be an FA because there's no chance 100% of the people will stay active. Instead of the points system we'll just go by record. Whoever has the worst record get's first shot at FA, but then the next FA selection goes to the next worst and so on. Totals points based on voting can be a tie-breaker.

That's what I said, Free Agency for teams with inactive people. But we're having a hard time filling out four rosters to start with, so I don't know how many FA's there'll be anyway.
