If the Rockets were to fill the rest of their roster with UDFA rookies making league minimum, they would be $4.5M over the luxury tax itself. Then factor in they still have Knight's $15.6M, Tucker's $8.4M, Nene's $3.8M.... youre gonna have a massive luxury hit with zero ability to improve the roster further

If the nba changed the universal rule of basketball to allow people to travel, thats news to me. Either way, its definitely a travel in a real basketball sense.
