I was about to comment on this and it got me thinking
 
Lakers should be in the bottom 3 in the West, with Sacto and Phoenix. Yet in the East there is Chicago, Atlanta, Brooklyn, NY, Indy, and Orlando who could all be worse than the Lakers. They might be the 3rd worst in the West, but they might only get the #9 pick (conveyed to Philly).
 
And that's what got me thinking -- the draft lottery isn't sorted by conference, so why not unsort the playoffs? Most of these unsorted scenarios have just the 16 teams with the best record, and at that point conferences are meaningless. What I'm suggesting is that the Top 8 in each conference still make the playoffs, but then it gets sorted 1-16.
 
So like in 2014-15 when OKC missed the playoffs at 45 wins and BKN made it at 38, it'd remain the same that OKC still misses the playoffs. But the 3 seed Bulls at 50 wins become the 10 seed and would play the 7 seed Cavs (who were the 2 seed and lost in the Finals)
