It's hard to say for sure, because he was almost never healthy when he was in Washington.
 
He has pretty solid top end speed, but it seems like it takes him forever to hit his top gear, so he's likely not going to do much in terms of YAC due to his lack of burst in short spaces.  His measurables should make him a good red zone threat, however.
 
And like you said, his hands have never been the best.  His senior year at Miami was amazing, but he's never been Mr. Reliable.  It's been a while since I've watched him, but he always seemed to prefer catching with his body rather than his hands.

Redskins starting quarterback Kirk Cousins will be back with the team in 2016, even if it requires applying the franchise tag to do so, according to sources with knowledge of the situation. The club has already expressed its intent to sign Cousins long-term to his representatives. Washington's football people have been won over by the play of the former fourth-round pick, as well as how he has conducted himself during a trying four years with the club, and they have vowed not let him hit the open market.

I'd say giving him a long term deal is a disaster waiting to happen, but I can't imagine it would be for a ton of guaranteed money anyway.
