It's because his bicep is the size of brees' head.

Any contact to the neck is a foul is what I assume it is.

I know he has a lot of INTs this year, but that one was on that WR, murphy Jr.

absolutely. I didn't see the replay though, thought it got tipped so it ended up being thrown way behind Murphy. But murphy saw it and just stopped when he should have turned and tried to make the catch.
