The Portland Trail Blazers plan to use the amnesty clause to waive Brandon Roy, and if they do, the Warriors are ready to make a bid for Roy's services.

The amnesty clause, a provision in the new collective bargaining agreement, allows a team to cut a player and remove his salary from the books for cap purposes. The player then becomes a free agent, and teams under the cap get to bid on him first. The player’s original team would pay the difference in salary between his original contract and the one he signs with his new team.
I think the biggest question here, unless I'm missing something, why would they be interested in Roy? Ellis getting shipped out?

Well now they have Mark Jackson. I still think Ellis will be traded at some point this season.

When will the trade deadline be? Somewhere in March?

I still don't think Roy will be more than a role player.
If they get him cheap, I guess it won't hurt.

Roy would be a 6th man probably come in and hit shots.

Isiah Thomas on twitter said that when he saw Roy play this summer, that he looked real good.
