No it doesn't, our strike perception when watching is all based on where the catcher is set up. The catcher could be set up inside with his glove off the plate but if the pitcher puts it right there it's a strike.

I always think the thing is off because it hit the glove perfectly but then I notice that the catcher was set up off the plate and it looked better because of that.
