Under the brushes, look for "Faux Finish"

There are some brushes that can pass off as hair if used properly. A bunch of copies of those moved around is usually how I do it in combination with the pencil tool blurred

I stopped feathering a while ago because of the blurry effect

Or you can try it on this one its not too late. Just put the brush layers behind the render's head, maybe burn and blur some of it.
