NEW YORK -- The NBA admitted Chauncey Billups' 3-pointer at the end of the third quarter of Monday's Detroit-Orlando playoff game should not have counted, but said referees weren't allowed to review instant replay to determine that.

League president Joel Litvin also said the disputed shot, which gave Detroit a 78-76 lead in its 100-93 victory, could not have been replayed after the clock malfunction was discovered.

"After reviewing the video of last night's Pistons-Magic game, we determined that the play that concluded with Chauncey Billups' 3-point field goal at the end of the third quarter took approximately 5.7 seconds," Litvin said in a statement. "Because there were only 5.1 seconds remaining in the quarter when the play began, the shot would not have counted had the clock continued to run."

Billups was bringing the ball up the court for the Pistons when the clock froze at 4.8 seconds because of a problem with the arena's timing system. After he made the shot, the game referees had to estimate how long the play took without the aid of replay because the league's rules don't allow for reviewing a play to determine when the clock started.

The league said the timekeeper who worked the game was from a "neutral" city, standard procedure for all games.

After the game, Orlando coach Stan Van Gundy said the referees indicated it took 4.6 seconds to complete the play. Lead official Steve Javie declined a postgame interview by a pool reporter.

"The referees followed proper procedure in addressing the clock malfunction by estimating the elapsed time and using their judgment as to whether the shot was taken in time," Litvin said. "Under NBA rules, the referees did not have the option of using instant replay and a timing device to determine exactly how much time had elapsed, nor do the rules allow for a re-play after a clock malfunction is discovered."

The NBA frequently talks about expanding the instant-replay capabilities for game officials, but this might finally get the league to act.

"The NBA Competition Committee was scheduled to discuss the possible expanded use of instant replay at its meeting at the end of the month and we will raise, for the Committee's consideration, the use of replay in situations like this," Litvin said.

they should have just replayed the final 5.1 seconds after the fixed the clock. It's that easy.

That whole issue was BS. How did the clock even stop at such a bad moment and no one say anything until after Billups hit the 3? Conspiracy much? Lol, but seriously, still should have done something besides count the 3. Anyone that can count and say the word "Mississippi" can tell Billups shot the 3 way after the clock ran out, I guess the refs couldn't.

Well the thing about refs is they watch a certain area of the court, and thats all they are responsible for. I'm sure at least 1 was staring at his feet making sure it was a 3, so it was just an error. On the clock, and the refs. Take away the 3 points, Detroit still won.

Well there has to be someone near the sidelines (a coach, players on the bench, score-keepers, etc.) looking at the clock making sure it is right. Plus, if you look at the review it would be clear. Somehow refs can tell when one second or 2 seconds run off when they shouldn't in the middle of a game but not when it is important at the end of a quarter. C'mon, the guy keeping time saw this and took advantage of it for his Pistons! That's it! Lol :D

For clock problems like this they should just inbound the ball again. I really have no clue why the refs would call that a good shot anyways a blind man can see that was late. I agree with CC on this it may have cost the Magic the series.

To be honest I don't care at all if it shouldn't of counted. We got the win, and they can't take it away for something like that.

If the Magic were a good enough team they shouldn't of been in that situation, and they should of stopped Billups, should of started the 4th better. There is many what if's in this.

I can't wait to hear about this if the Pistons win it all, Pistons fans will never hear the end of it.

I hope Detroit gets the sweep though, so it shows either way that game wouldn't help the Magic at all.

I can see it already after we win the series if we do.

"That Game 2 shot screwed us over the whole series, so this series win doesn't count. We will get you next year just wait."
Isn't that right?

No, the clock guy isn't from Michigan, I think they said he was from Minnesota.

Yeah they said he was from Minnesota, and that how they always switch the clock guys up so they don't get any from Michigan at a Pistons game.

Right because had Orlando been up 93-92 with the ball, Hedo Turkoglu still would've rushed a 3, missed, and we would've kept fouling to stop clock. It's not as big a deal as subtract 3 points...

It doesnt matter CC you guys lost by 7.

Hedo made a bad play at the end of the game, plus if it didnt count you guys wouldve been up by 2 with a whole 'nother quarter to go. You guys didnt finish, and it all wasnt b/c of one play.

Everyone acts like the whole Pistons team would of just died in the 4th quarter.

We wouldn't of showed up and would of let Orlando win eh?
And what if the clocks were started, who's to say we wouldn't of got a shot off and scored that one too?
