Comic/Illustration affect

I've been trying to achieve this affect for some time now...Do you guys know how it is done? I've tried the basic, Artistic<Poster edges affect in PS but I know it's done another way. Plug In maybe? Any help would be greatly appreciated. Thanks

yea thats not a vector. sometimes if you mess with the hypass and some desate you can get it to look like thyat. but its probably a plugin.


but thats all you get because that ugly picture is going to give me nightmares.

Thanks guys...wasn't trying to piss anyone off and I know for a fact it's not a vector. I was just curious if anyone had an idea of the steps taken to do it.

Or possibly Topaz with some high pass.
