What happened to the emphasis on calling legitimate offensive fouls?

I'm not saying that this happens against just Houston, or anything. I've seen Houston do it. Harden got fined for it. In every NBA game I've seen this year, the officiating has returned to calling offensive fouls at the slightest contact that results in a defensive player hitting the deck. Are they doing it so they can hand out more fines? I really don't understand this at all. Every team is back to flopping constantly, and they're blowing the whistle nearly every time. 
 
Is anybody else notching this? I thought they fixed this problem.
