The Colts still plan to make Manning the highest-paid player in the game. The sides will continue to work on a long-term deal, but the team is hesitant to pull the trigger until the labor uncertainty shakes out. This is the second time Manning has drawn the tag, having done so in 2004 as a precursor to his seven-year, $98 million contract. Manning's franchise tag number, 120 percent of his 2010 salary, is expected to be in the neighborhood of $23 million for 2011.
