Minnesota Vikings coach Leslie Frazier told ESPN's Sal Paolantonio that Brett Favre would not be active Tuesday night in Philadelphia.

Favre surprisingly started the Vikings' Week 15 game against the Bears at the open-air TCF Bank Stadium. Favre threw a touchdown on the opening drive, but left in the second quarter with a concussion after after being slammed to the turf by Bears defensive end Corey Wootton.

However, Favre did not pass a concussion test during the week and a team official told ESPN's Sal Paolantonio on Monday no test was planned before the game.

Favre, the NFL's iron man, had his consecutive starts streak snapped at 297 two weeks ago.

With Favre out, rookie Joe Webb will make his first career start. Webb went 15 for 26 for 129 yards with two interceptions and a touchdown rushing in the 40-14 loss to the Bears. He took all the snaps with the first-team offense in practice this week.
